The Water Quality Certification (WQC) is a certification that will be finally issued by the New York State Department of Environmental Conservation (NYSDEC), after an administrative hearing on the current NYSDEC proposal which was issued on April 2, 2010. When issued, a WQC provides reasonable assurances that plant operations during the license renewal period, will conform to New York water quality standards, which are designed to maintain water quality goals. In Indian Point's case, the SPDES permit performs the same function as the WQC, since it requires the plant to conform to water quality standards. For this reason, NYSDEC's WQC should echo or defer to Indian Point's SPDES permit.

State Pollutant Discharge Elimination System Permit
DEC has in the past issued State Pollutant Discharge Elimination System (SPDES) permits to Indian Point but the state now wants Entergy to do more in this area for them to issue a new SPDES permit.
SPDES renewal application is under appeal by both Entergy and Riverkeeper
The DEC required Entergy to make a filing on the feasibility of cooling towers, and allowed it to present alternate technologies of comparable effectiveness.
