Entergy Files Indian Point 2 & 3 License Renewal Application with NRC
White Plains, N.Y. -- Entergy today formally filed with the NRC its application to renew for 20 years the operating licenses of the Indian Point 2 and Indian Point 3 nuclear power plants in Buchanan, N.Y. The license renewal application (LRA) accompanied a letter dated Monday, April 23 to the NRC, signed by Entergy Indian Point Energy Center Site Vice President Fred Dacimo.
Said Dacimo, "This is a great day for Entergy, the Indian Point Energy Center, Village of Buchanan, the County of Westchester, New York City, and indeed, the State of New York. We are extremely proud of these two great facilities, and look forward to operating them for many years to come for the benefit of all New Yorkers and the regional environment." The filing kicks off a more than two-year-long comprehensive public assessment and review process.
Preparing the application took Entergy staff more than two years, and includes more than 80 CD's with hyperlinks to reference material (more than 2,500 pages), over 140 system drawings and electronic copies of thousands of pages of environmental reference documents.
The two Indian Point nuclear power plants annually provide on average about 25 percent of New York City's and Westchester's electricity. Their less expensive and stable pricing is unaffected by foreign oil and other fossil fuel supplies, saving ratepayers hundreds of millions of dollars annually in electricity costs. The plants also contribute hundreds of millions of dollars to the regional economy with its purchase, payroll and local and state taxes.
Continued operation of the two plants would help New York State attain its clean air goals. The plants avoid emitting 14 million tons of toxic and greenhouse gases annually that would be produced by the plants that would operate in their place.
Entergy staff compiled LRA material for express delivery to the NRC in Rockland, Maryland today. NRC staff has been notified of its impending arrival.
Entergy announced last November its intention to seek license renewal in a press conference attended by Mayor Rudolph Giuliani, Yonkers Mayor Philip Amicone, Buchanan Mayor Dan O'Neill, Westchester County legislator George Oros and many other business and community leaders. Said Mayor O'Neill, "We are extremely grateful Indian Point has been a great neighbor. Many of its builders, construction workers and engineers live right here in the village. It's a proud day for them. You can't replace the clean and inexpensive electricity Indian Point provides. Indian Point is safe and clean. We would accept nothing less."
The NRC will take 30 to 45 days to do a sufficiency review. When the LRA is found to be sufficient, the NRC will publish a federal register notice to give the public 60
days to file contentions (request an opportunity for a hearing). In parallel, the NRC will begin the detailed review, on-site audit, and inspection activities, and hold public meetings near Indian Point. This licensing review is in addition to the thousands of hours already spent inspecting and reviewing Indian Point's performance as part of the licensee's regular inspection and review process. A detailed NRC review schedule will be developed by the NRC following completion of the sufficiency review.
